A key participation rule is that, in general, audiences should not be charged to take part in activities funded by the Embassy Public Affairs Section. Cost sharing or matching funds are allowed but not required, and offering match funding does not affect the funding decision. The program also limits submissions to one proposal per applicant (whether an individual or an organization). Submitting multiple proposals from the same organization makes all of that applicant's submissions technically ineligible. If an applicant is already running another U.S. Embassy-funded project, and the new proposal would overlap, reviewers may evaluate whether the applicant has enough capacity to manage both efforts at the same time.
There are firm funding restrictions that define what the program will not support. Applicants cannot seek funding for projects involving partisan political activity, charitable activities or humanitarian aid distribution, fundraising campaigns, or commercial ventures where the applicant is making money from the project. In other words, the grant is meant for public-interest media training and development work, not political campaigning, charity delivery, fundraising, or revenue-generating business activity.
